Delegate Anderson moved to amend the bill by striking out the title and substituting therefor a new title, to read as follows:

“A Bill to amend the Code of West Virginia, 1931, as amended, by adding a new section, designated §17-2A-26, relating to permission to install cattle guards on certain public roads by the Division of Highways; revocation of authorization; and providing for rulemaking.”
